For these achievements, he is usually regarded as one of the country's great rulers although it is also known that he used fear and cruelty to accomplish his objectives, imprisoning and killing many who dared to speak against him. During his reign however, he accomplished a great deal, creating the centralized bureaucratic governmental structure that would last through almost all of Chinese imperial history, establishing a single system of weights and measures, standardizing traditional characters and building over 4,000 kilometers of the Great Wall. As gifted in administrative ability as he was in the arts of war, he ruled for a relatively brief period of 11 years. In the year 221 BC, Ying Zheng founded the feudal Qin Dynasty, declaring himself Emperor and bringing to an end the chaos and anarchy of the Warring States period.
